Duplicate the background and rename it "poster edge"
goto Filter > Artistic >
Poster Edge
edge thickness: 2
edge intensity: 7
posterization: 2
add another effect by clicking the icon beside the trashcan icon on the lower right
Graphic Pen
stroke length: 9
light/dark balance: 35
stroke direction: right diagonal
note: values will depend on your taste, these are just basis
change the blending mode to "hard light"
duplicate again the background layer and rename it "cutout"
goto Filer > Artistic >
Cutout
no. of levels: 8
edge simplicity: 1
edge fidelity: 2
note: values will depend on your taste, these are just basis
change the blending mode to "hard light"
save and use your image.
